Our featured luncheon speaker for February will be Associate Deputy Executive Commissioner, Joyce James.  She began her professional career as a Child Protective Services (CPS) caseworker in 1980 and has established an impressive 33-year history in the field of child welfare and systems transformation. She has been a strong advocate for children, youth, and families, and an influential voice in raising and increasing public awareness about disproportionality and disparities that affect vulnerable populations.
Ms. James served as the Assistant Commissioner for Texas Child Protective Services Program from 2004-2009 and also served as the Deputy Commissioner for Texas Department of Family and Protective Services (DFPS) from January 2009- September 2010. Ms. James is currently the Associate Deputy Executive Commissioner for the Center for Elimination of Disproportionality and Disparities (the Center) at the Texas Health and Human Services Commission (HHSC), which includes the Texas State Office of Minority Health.  The Center was created in September 2010 out of recognition of Ms. James’ strong and effective leadership and a desire to expand the Texas Model for Addressing Disproportionality and Disparities (Texas Model), created under her leadership, to all systems under the umbrella of HHSC. 

Subsequently, S.B. 501 enacted during the 82nd legislative session established the Center in law and created an interagency council of which Ms. James serves as chair. Ms. James also serves as a Commissioner on the Supreme Court of Texas Permanent Judicial Commission for Children, Youth and Families and the Juvenile Justice Committee.  She has co-authored and published several articles and received numerous awards for her leadership, advocacy, and willingness to speak out on issues impacting the most vulnerable of populations.
Ms. James’ presentation will include a discussion of her journey to the Associate Deputy Executive Commissioner position and provide an overview of her activities and leadership roles in that capacity.  Please join EWTG members and friends for this insightful and dynamic program.  The luncheon will be held at the Austin Woman’s Club, 708 San Antonio Street (ample free parking).  Networking begins at 11:30 a.m. and lunch will be served at 11:45 a.m. The program starts at noon and concludes at 1:00 p.m. The cost is $20 for EWTG members and $25 for guests.
