President - Barrie Cogburn

Barrie is a registered Landscape Architect and has more than 24 years of service with the Texas Department of Transportation (TxDOT). She currently holds the position of Landscape & Enhancements Section Director for TxDOT’s Design Division where she is responsible for the management of the statewide landscape programs and the administration of the federally funded Transportation Enhancement program.

Barrie has been a member of EWTG since 1996, serving on the EWTG Board in several positions including Membership Director, Public Relations Director, 2003 Vice President, and 2010 President-Elect. She has served on several committees including community service, nominating, program, scholarship, and most recently, the executive director search committee.  She is a long-time Executive Success Team member. Barrie was selected 2009 Woman of the Year.  Barrie holds a BS in Landscape Architecture from Texas A&M University and is a graduate of the Leadership Texas Class of 2008.Contact:


President-Elect - Carolyn J. Fry

Carolyn Fry retired August 31, 2008 from the Employees Retirement System of Texas after serving 31 years in state government.  During her 22 years of service with the Employees Retirement System of Texas, she was State Social Security Administrator for State and Local Governments throughout Texas and had oversight for the state’s Medicare Secondary Payer Program and Long Term Care Program. 

Carolyn has been a member of EWTG since 2000, serving as 2010 Education Events Chair, 2009 EWTG Vice President, 2009 & 2006 Community Service Committee Member, 2005 Conference Facilities Chair, and 2004 Conference Facilities Committee Member. Carolyn studied Education and Psychology at the University of Texas at Austin and today holds an honorary lifetime membership in the National Conference of State Social Security Administrators, where in 2008 she served as Senior Vice President.  Contact:


Vice-President - Mercie Zapata

Mercie M. Zapata has served the State of Texas for over 10 years. She is employed with the Department of Information Resources (DIR), where she is currently working on the Data Center Services project. Previously, she worked as part of the Information Technology Team while employed at the Office of the Attorney General. 

Mercie has been an active member of EWTG since 2000. Her service includes 2010 Conference Facilities Chair, 2009 Conference Facilities Chair, 2008 Communications Committee, 2005 Conference Silent Auction Chair, 2003 Communications Director, and has been a member of an Executive Success Team (EST) since 2000. Mercie holds a bachelor’s degree and a master’s degree from Texas State University.  Contact:


Financial Officer – Jennifer Dormer

Jennifer Dormer has served with the State of Texas for 13 years. She is the Lead Accountant with the Department of Aging and Disability Services (DADS) overseeing payments to the Elderly and Disabled members of our community. Prior to DADS, Jennifer worked in the Accounting Department of the Texas Higher Education Coordinating Board for five years. Jennifer served as the Conference Evaluation Committee Chair in 2009 and as the Secretary-Treasurer on the board in 2010.

In addition to her role with EWTG, Jennifer serves as the Advancement Coordinator for the Boy Scouts of America Buda Troop - since 2007--and Stage Manager for the Austin Summer Musical for Children - since 2008. She has earned her Associate of Science in Business Administration and is currently working toward her Bachelor of Science in Accounting with St. Edwards University. Contact:


Secretary-Treasurer - Trina Edwards

Trina Edwards began her career in state government in 2002 after working 18 years as an Accountant and HR/Payroll Manager in the private sector.  She is currently an Accountant at the Texas Department of Aging and Disability Services and previously Texas Department of Public Safety.  An EWTG member since 2008, Trina served as the 2009 Conference Registration Committee Chair and a member of the 2010 Education Events Committee.  Trina serves as a committee member for the 2010 TSABAA (Texas State Agency Business Administrators' Association) Annual Conference.  Trina volunteers with the American Cancer Society where she chairs the Milam County Relay for Life.  Contact:


Affiliates Director - Audrey Selden

Audrey Selden is the Senior Associate Commissioner for Consumer Protection at the Texas Department of Insurance (TDI). This division assists consumers with questions and disputes with their insurance companies or agents. Audrey facilitates the Texas State Disaster Coalition and is the Director of the TDI Excellence Program. She previously served as the Texas Assistant Secretary of State.

Audrey is a graduate of Leadership Texas and Leadership America, a board member of the Foundation for Women's Resources, and a Board Development Committee member of the Girl Scouts of Central Texas Council. Audrey graduated from Harvard Law School. She received her bachelor's and master's degrees from Michigan State University. Audrey served on the EWTG board as the 2010 Affiliates Director.   Contact:


Communications Director – Deanna DeHaven

Deanna DeHaven is the Deputy Director of the Project Management Office for MAXIMUS on the Eligibility Support Services and Enrollment Broker contracts with the Health and Human Services Commission (HHSC).  Deanna served on the EWTG board of directors in 2010 as the Membership Director.  She also served on the Community Service Committee in 2009 and is the facilitator of her Executive Success Team.  In addition to her involvement with EWTG, Deanna is also a Founding Member and Program Chair of the Greenlights 501 Council.  Deanna earned Masters degrees in Social Work and Public Administration at the University of Southern California and Bachelor of Arts and Bachelor of Science degrees at Michigan State University.  Contact:


Membership Director - Jennifer Buaas

Jennifer Buaas is a Program Analyst for the Department of Information Resources (DIR). She is currently working in the Texas.Gov division, where she works with government entities to promote use of the online portal. She has been an active member of EWTG since 2007. Past service with the organization has included 2009 Public Relations Director, 2010 Development Chair, and service on several committees. Jennifer earned a Bachelor of Science degree from Texas A&M University and an MBA from LeTourneau University.   


Program Director - Bobbe Walker

Bobbe Walker is the Foster Care Billing/Children's Income program specialist with Child Protective Services. After working at the regional level in East Texas for 15 years, she is now facilitating the regional accountants across the state. She has a total of 18 years with the State of Texas, and another eight years as a federal civil servant, having worked in Louisiana, Georgia and Japan.

Bobbe served on the EWTG Program Committee is 2010. She is also a lifetime member of Girl Scouts USA. She is currently a troop leader, service unit team member, and a delegate at the council level. She and her husband, Clifford, are active members of Great Hills Baptist Church.  Contact:


Public Relations Director - Mary Howerton

Mary Howerton is Director of Instructional Technology at St. Edward’s University in Austin, Texas. Mary sees to it that the faculty, students and staff at St. Edward’s University are active participants in the Information Age. Her background is varied, weaving technology and education throughout. She designed and implemented a comprehensive Development Information System at The University of Texas. Her foreign service in Guatemala allowed her to visit schools throughout the country while developing curriculum guides in the areas of Human Development. Mary holds a Master’s degree from Penn State University. An active civic leader, Mary has served on the Board of Directors of Executive Women in Texas Government and was awarded the 1998 Woman of the Year Award. She co-founded the Executive Success Teams and has been actively involved with the program since its inception. Mary is a 2002 alum of Leadership Texas and has also been an active alum of Leadership Austin, serving on the Board of Directors and championing the creation of their web site. Mini-Course Director - Denice Bettencourt

Denice Bettencourt is an Administrative Assistant with the Audiovisual Production Section, Travel Information Division, of the Texas Department of Transportation. She is a 27-year veteran of state government. She has certifications in mediation and training. Denice holds a Bachelor of Arts in Organizational Communication from St. Edward’s University, and anticipates completing her Master of Arts in Human Services from St. Edward’s University in May 2011.

Denice has been an EWTG member for two years serving on the Program Committee and an active member of the Executive Success Team. Although Denice is a new member of EWTG, she has been involved in EWTG activities and conferences for more than 15 years. In addition to her role with EWTG, Denice is a board member of Austin Junior Forum, a Focus Committee member of Impact Austin, a mentor and tutor at the Sunshine Camp, a care caller and grocery shopper for Meals on Wheels and More, and a division blood drive coordinator for the Texas Department of Transportation.  Contact:
