President - Deborah Shaw-Boatner

Retired, Comptroller of Public Accounts

Deborah Shaw-Boatner retired after 37 years of state service from CPA as an Assistant Project Manager and Software Systems Test Coordinator. She earned a Bachelor of Business Administration in Accounting from the University of Texas at Austin and her Certified Public Accounting License from the State of Texas. A member of EWTG for almost 20 years, Deborah has served on the Board as Secretary/Treasurer, Financial Officer, and Membership Director, chaired the Finance, Scholarship and Educational committees, been a conference workshop moderator, been a member/facilitator on two ESTs, and been a member of several standing committees. She is a 2006 graduate of Leadership Texas.

President-Elect – Tanya Skaarup, PMP

Tanya Skaarup is the manager of Sourcing Analytics Research and Compliance Department at DIR. She studied business administration at the University of Texas at Austin and earned her Project Management Professional Certification in 1999. Tanya has been an active member of EWTG since 2009, serving on the Board as Vice President and as Director of Communications twice. Tanya also served on the Affiliates Committee and is active in her EST. She is a 2014 graduate of Leadership Texas.

Vice-President – Shawana Abrams

Shawana Abrams is an IT Consultant with Professional Management Computer Services. Shawana has an Associate’s Degree of Applied Science in Computer Science from Kilgore College and a Bachelor’s Degree in Business Administration and Master’s Degree in Strategic Leadership, both from LeTourneau University. An EWTG member since 2006, Shawana is an EST member/facilitator. She has served on the Board as Affiliates Director, Secretary/Treasurer, and Financial Officer; and served on the Conference Exhibits and Facilities, Nominating, Educational Events (chair), Mini-Course, Scholarship, Finance, and Development (co-chair) committees, as well as being a conference workshop moderator. She is a 2010 graduate of Power Pipeline.

Financial Officer – Genoveva Minjares

Texas Treasury Safekeeping Trust Company

Gena Minjares is the Deputy Chief Financial Officer for the Texas Treasury Safekeeping Trust Company. Gena has over 22 years of accounting experience in the public and private sector. She has a BBA with an Accounting concentration and a Master of Science in Organizational Leadership and Ethics degree, both from St. Edward’s University, and she is a Certified Public Accountant and a graduate of the Texas Fiscal Officers Academy. Gena has served on the Board as Secretary/Treasurer, Financial Officer, and Affiliates Director.

Secretary-Treasurer – Carol K. Harper

Office of Court Administration

Carol Harper is the Deputy Chief Financial Officer for the Office of Court Administration. Carol earned her BBA in Radio, TV, and Film from the University of North Texas, is a 2014 graduate of the Texas Fiscal Officers Academy, and is working on her Certified Government Financial Manager certification. Since joining EWTG in 2014, Carol has served on the conference registration, membership, and finance committees and is a member of an EST.

Affiliates Director – Cindy Hale

Retired, Department of Aging and Disability Services

Cindy Hale retired from state service in 2005. Her work experience concluded with ten months at DADS, following 29 years at the Department of Human Services/Health and Human Services Commission. Since retirement, she has worked as a consultant to several private companies and the Office of the Attorney General (Child Support Division) and HHSC’s Texas Home Visiting. A member of EWTG since 1993, Cindy has served on the Board as Communications Director and as Affiliates Director (three times), and has been a member of the Conference Evaluation, Scholarship, and Affiliates committees.

Communications Director – Marie Cohan

Texas Department of Information Resources, CFO division

Marie Cohan is a Program Manager for the Texas Department of Information Resources, CFO division. She started her career as an Accountant with the Travis County Auditor's office and quickly moved into an IT role as a Business Analyst for Travis County's ITS department. Over the next 20 years she served in Financial Accounting and IT consulting roles for both the private and public sectors and is a founding partner in two ERP consulting firms. Marie has volunteered in the Austin community for over 20 years mentoring girls, providing free Accounting services, and serving on various boards. She is an active member of EWTG serving as: Communications Director (2018), Educational Committee Chair (2017), and conference speaker (2017 & 2018). Marie is a member of PMI, Austin Women in Technology, Leadership Texas (class of 2017), Ellevate Network, and an Austin Lean In circle. Marie is a lifetime member of Girl Scouts and has earned several leadership awards from Girl Scouts of Central Texas. Marie holds a Bachelor of Business Administration in Accounting with a concentration in Information Systems from the University of Texas at San Antonio, holds a Project Management Professional (PMP) certificate, and an Executive Certificate in Change Leadership from Cornell University.

Membership Director – Katrina Burch

Teacher Retirement System

Katrina Burch is a Senior Financial Accountant with TRS and has worked at the Comptroller’s Office as an Appropriation Control Officer in the Fiscal Management Division. Katrina has a BS in Accounting from the University of North Texas. An EWTG member since 2009, Katrina has served on the Board as Secretary-Treasurer and as Financial Officer. She also served as the Silent Auction Committee Chair and as a member of the Silent Auction, Membership (twice), and Communications committees.

Mini-Course Director – Barbara Chavis

Texas Comptroller of Public Accounts

Barbara Chavis has been employed with the CPA for over 23 years, where she is currently an Area Manager over Taxpayer Services, Tax Policy Division, and the tax information call center. She is a professional trainer and speaker and has received numerous leadership and customer service awards. Barbara has been a member of EWTG since 1999, serving on the Board as Mini-course Director and as Program Director and as a member of the Program Committee for seven years and the Mini-Course Committee for four years.

Program Director – Mary Castleberry

Department of Family and Protective Services

Mary Kendrick Castleberry is a native of Fort Worth. She, her husband, Donald, and their daughter, Jasmine moved to Austin in 1982. Before starting her state service, she was a Special Education teacher at Dobie Middle School.

She retired from State Service in 2005 from the Department of State Health Services. She returned to state service in 2006 and currently serves as the training manager for the Certification Leadership team in the Center for Learning and Organizational Excellence at the Department of Family and Protective Services.

She is a member of the Links, Alpha Kappa Alpha Sorority and is the past president of Executive Women in Texas Government. Mary is a past president of the Austin chapter of the American Society for Training and Development and serves as a Sunday school teacher at the St. James Baptist Church.

She holds a Bachelor’s degree in Education from Bishop College; certification from Texas Woman’s University’s Special Education Certification Program and is a 2007 graduate of Leadership Texas.

Mary's training business, Train Mark, features courses in the following: Abstinence Education, Change Management, Psychological Profiles, Emotional Intelligence, and Social and Business Etiquette.

Public Relations Director – Jori Mundy

Health and Human Services Commission

Jori Mundy is Associate Director of Health Services Systems at the Health and Human Services Commission (HHSC). She holds a Master of Public Affairs from the School of Public and Environmental Affairs at Indiana University and is a recent graduate of a leadership academy program with HHSC. Since joining EWTG in 2016, Jori has served on both the Public Relations and Communications committees and is a member of an EST.
