Canadian Product Stewardship Systems

Overview: Canada’s product stewardship systems cover a wide range of products that work to assist and support jurisdictions in the development of product stewardship programs. These systems encompass different legislative and regulatory frameworks and encourage harmonization of approaches between regional and national jurisdictions. In this discussion, we will explore different types of product stewardship systems, from weak models in early Canadian programs to full producer responsibility systems. We will follow the progression of programs in British Columbia and other provinces. We will discuss ideal product stewardship systems and how they can apply to our current systems in order to achieve greater efficiency and promote more responsibility among actors.

Duncan Bury (Head of Product Policy for Environment Canada's Environmental Stewardship Branch)


Duncan is the Head of Product Policy in Environment Canada’s National Office of Pollution Prevention in Ottawa.  He has been with Environment Canada for 11 years and is responsible for work in the areas of Extended Producer Responsibility (EPR) and stewardship, product focused policies for pollution prevention, eco-labeling and life cycle management.  Duncan was closely involved in the OECD’s EPR work program and currently is a member of the Canadian Council of Ministers of the Environment (CCME) EPR Task Group.  He chairs Canada’s National Steering Committee for Electronics Recycling and has played a leading role in the development of electronics and other producer responsibility programs in Canada.  Duncan has been working in the areas of producer responsibility, product policy, and waste minimization for over 20 years and has a Masters degree from the Faculty of Environmental Studies, University of Waterloo, Ontario.
